Filming In Germany During Covid-19 Pandemic

(updated 18 May) If Germany is on your production itinerary and you’re wondering if filming is possible during the COVID-19 outbreak, you’ll find the answers to the most crucial questions here.

Can I enter Germany for filming?

Typical business trips are not permitted. Entry to Germany is currently only legitimate for employees carrying out so-called ‘essential functions’ like health workers, human aid and food supply.

In accordance with other EU member states the entry restrictions are valid until on 15 May 2020 . They might be prolonged depending on developments of the epidemiological situation. Update 18 May: Restrictions for business travellers are extended until June 15.

Can I work with local crew for remote filming?

As long as there are international travel restrictions, you can rely on us and our local crew to do the complete filming for you, while participating at the shoot via video conferencing apps like Zoom, Skype, Webex.

If you plan a production in Germany, get in touch with us, so we can discuss the best way to approach your production in the current situation.

To give you a general idea:

Reporting by the press is generally permitted. However, the respective applicable regulations on the minimum distance in public areas must be followed (see more below).

For other – non current affairs shoots (documentary, commercial, fiction, etc.) there are still restrictions and it depends on the regulations of each German state and city.  For example at the moment (30 April) no filming permits are being issued in Berlin, Hamburg, Cologne or Munich. [Please find an update about filming permits here]

Filming on private grounds, e.g. apartments, studios, is possible in general when hygiene standards and the specific work protocols are followed.

What are the regulations for safe filming during COVID-19 in Germany?

As the number of infections is declining, the German government has started to lift certain lockdown measurements (e.g. opening shops again). At the same time the duty to wear a facial mask in shops and on public transport has been introduced. People that do not live in the same household are obliged to keep a distance of 1.5 metres from each other.

To ensure the safety of our crew and everybody involved we follow a very strict protocol during filming:

– The health of all crew, talent and contributors must be checked prior to shoot.

– Efficiency is key. The team size must be as minimal as possible.

– All crew, talent and contributors must keep at least 1.5 metres (6 feet) distance from each other.

– Facial masks are mandatory as keeping a distance of 1.5 metres cannot be met at all times for all crew (e.g. HMU, sound)

– Protective gear (masks, gloves) and sanitizers are provided on set

– Crew transportation and food supply will be separated

– Production delegate supervises that all regulations are met at all times
